Iowa retailers and manufacturers got a last-minute reprieve this week. The Iowa Department of Revenue has paused its planned rollout of the state’s vapor products directory, just days before it was supposed to go live.

Under House File 2677, passed in 2024, Iowa must maintain a directory of approved vapor products. Once the directory is published, only listed products can legally be sold anywhere in the state.

What was supposed to happen, and what changed

The Department had said publication would begin October 15, with penalties kicking in November 16. Both dates are now off the table, with no new timeline announced.

The Department says the delay gives manufacturers more room to submit product information, so officials can build a complete picture before deciding which products make the cut.

What it means for Iowa retailers

For shop owners, the delay pauses the countdown but does not cancel the rule. When the directory finally appears, anything not on it comes off the shelf. Smart retailers are auditing their inventory now and asking suppliers for written confirmation that their products will be submitted.

What it means for manufacturers

If you make vapor products sold in Iowa, the clock just got longer, but the homework did not shrink. The Department still needs your product details to judge eligibility. File early, because once the directory publishes and the 21-day education window closes, enforcement starts and non-listed products are barred.

Iowa is not alone

Iowa is not the first state to hit turbulence with a directory law. Across the country, these rollouts rarely go smoothly, as the looming Pennsylvania enforcement date of October 19 shows. For the bigger picture, our directory law tracker breaks down every state with a vape product directory and what you can actually buy.

What happens next

The Department says it will issue another announcement before publication begins. Until then, the directory is still coming, but nobody knows when. Fees and penalties collected under the program go to the state’s Health Care Trust Fund.
