The Authorized Claim
ZYN may now be marketed with this exact claim:
“Using ZYN instead of cigarettes puts you at a lower risk of mouth cancer, heart disease, lung cancer, stroke, emphysema, and chronic bronchitis.”
The orders cover 10 ZYN varieties Chill, Cinnamon, Citrus, Coffee, Cool Mint, Menthol, Peppermint, Smooth, Spearmint, and Wintergreen each in 3 mg and 6 mg nicotine strengths.
Why This Is a Big Deal
This is a step beyond standard FDA authorization. A PMTA marketing order (which these same 20 products received in January 2025) merely allows a product to be sold. A modified risk tobacco product (MRTP) order allows the company to tell consumers the product is lower-risk the FDA’s highest level of authorization, granted only after extensive scientific review of health risks, consumer understanding of the claim, youth use data, and population health impact.
The FDA concluded the claim is scientifically supported and that allowing it should benefit public health overall.

The Limits (Read These)
The FDA was explicit about what this does not mean:
- ZYN is not “FDA approved” and is not safe no tobacco product is
- ZYN may not be marketed as a smoking cessation treatment
- The orders last 5 years and require ongoing postmarket surveillance
- The FDA can withdraw the orders if youth uptake rises or the marketing stops benefiting public health
The authorization applies to these specific 20 products only not to nicotine pouches as a category.
What It Means
