Amazon has agreed to pay $400,000 to the state of Vermont to resolve a dispute over violations of the state’s delivery sales ban, which prohibits shipping any tobacco products, including e-cigarettes and vaping products, directly to Vermont consumers.

The Investigation
The Vermont attorney general’s office found that over several years, third-party sellers sold tobacco and vaping products on Amazon’s platform using a deceptive tactic: they listed products with innocuous titles and pictures, waited for Amazon’s systems to approve the listings, and then revised them to show the prohibited products.
Amazon has agreed to improve its controls to prevent illegal sales and to help the state enforce against third-party sellers that keep evading its tobacco controls.
“Amazon Failed to Do That”
Vermont Attorney General Charity Clark did not mince words:
“The youth vaping crisis commands each of us to follow the rules put in place to protect children from harm, and Amazon failed to do that.”
Clark added that online sales give minors a path to obtain vaping products without age verification, and that illegal sales let sellers avoid tobacco taxes. The $400,000 payment resolves the dispute without a trial, but the state’s message to online marketplaces is unmistakable.

Why This Matters Beyond Vermont
